What is PREA:

PREA stands for Prison Rape Elimination Act and was signed into law in 2003.  The law was enacted to protect inmates from sexual abuse and sexual harassment while incarcerated.  The Act applies to all public and private institutions that house adult or juvenile offenders and is also relevant to community-based agencies.

Zero-Tolerance Policy:

In accordance with the National Prison Rape Elimination Act (PREA) of 2003, the Johnson County Sheriff's Office & Detention Center has a policy of Zero Tolerance, regarding sexual abuse and sexual harassment in this facility and will take appropriate and affirmative measures to protect all inmates from sexual abuse and harassment and to investigate any criminal allegations promptly and thoroughly.

How Reported Incidents Will Be Investigated:

All allegations of sexual abuse or harassment at the Johnson County Detention Center, reported or suspected, are referred for investigation.  The Buffalo Police Department Investigator James Kozisek will handle  all allegations of sexual abuse or criminal misconduct, and Johnson County Sheriff's Office Investigator Adrian Keeler will handle all investigations related to sexual harassment and/or administrative rule violations by Johnson County Detention Center inmates or staff.

You do not have to give your name, but it is critical that you provide as many details as possible.  This includes:

  • The name(s) and locations of persons involved
  • The name(s) or descriptions of any witnesses to the incident
  • A brief description of the incident(s)
  • The date(s), time, and place of occurrences(s)
  • Names and contact information of others who might have additional information about the incident
  • Your contact phone number and address (optional)

***The goal of this facility is the safety of the inmates.  The facility will hold accountable any persons found to have committed any form of sexual abuse or sexual harassment against another person.Anyone who engages in, fails to report, or knowingly condones sexual harassment or sexual abuse of an inmate shall be subject to disciplinary action and may be subject to criminal prosecution.PREA 115.11
